BRIAN CROW
Brian Crow is a visionary policymaker with years of service as a public defender and prosecutor at the executive level, and years of experience writing laws and creating policies for a legislature. Brian is focused on big-picture policy development and implementation, with extensive experience as an executive manager, and a unique focus on data analytics and research. Brian founded PDP Strategies to bring his expertise and experience in 3 key areas to organizations interested in strategic policy development and implementation: Policy, Defense, and Prosecution.

Policy
Brian has developed policy platforms for a legislature, Attorney General, and District Attorney, reflecting a comprehensive vision for reform and public safety, on issues including the use of pretrial detention, the use of declination and diversion, felony charging and sentencing, and immigration. He wrote or supervised the passage of dozens of laws governing criminal justice in New York City, and developed comprehensive policy platforms for the city’s legislature. He also created the policy platform for Alvin Bragg’s campaign for Manhattan District Attorney, and then served as the Executive ADA for Policy at the Manhattan District Attorney’s Office, developing officewide policies on a large variety of issues and creating the tools to track, monitor, and evaluate compliance with the DA’s vision and goals.

Defense
Brian started his career as a public defender in Brooklyn, representing indigent individuals charged with felonies and misdemeanors. There, Brian developed officewide policies on issues including pretrial detention, and gave multiple trainings on this topic. He has worked closely with reform advocates, including public defenders, on a wide range of legislative and other policy issues, using his experience as a public defender to understand how the criminal justice system functions from a holistic perspective.

Prosecution
Brian served as an executive manager at the Manhattan District Attorney’s office and in the executive division of the New York State Attorney General’s Office. He created the Manhattan District Attorney’s Data Analytics and Research Unit, helping translate internal and external data and research into actionable policies. He has presented at nationwide conferences on topics including immigration policies and the use of data dashboards to implement policies. Brian also managed the Office’s legislative agenda, and its $40+ million asset forfeiture funds, directing funds towards community-based mental health services and other efforts to advance public safety through targeted investments in the most underserved communities.
